The USB CP2102 Serial Converter is a small adapter required for the RF Explorer 3G+ IoT for Arduino/Seeeduino board to accept firmware upgrades from a computer. See more details. It can be used as well as extra Arduino Serial port if a Seeeduino or other small-form factor board is used with the RF Explorer 3G+ IoT board.
